Mr. Ennis (played by Tom Toner) is one of the supporters of Commodore Louis Kaestner. He is present for the beginning of construction on The Atlantic City war memorial in 1921 and later at the meeting with his co-conspirators at Jackson Parkhurst's home. Mr Ennis is baldheaded and wears a mustache. When Jimmy Darmody tries to cover-up the reason for The Commodores absence from the meeting Mr Ennis asks "Is he dead or just dying?" ("Gimcrack & Bunkum")
