Although the map held by Rosetti seems to show Tabor Heights at the top of Ocean County, NJ, this does not seem to be possible as the gas station attendant says that this is the last gas station before Staten Island and of course there would have been many other gas stations between the top of Ocean County NJ and Staten Island, especially along a "truck route."

Rosetti does estimate that he is 70 miles from NYC as he stands talking to the attendant though. Maybe we can get the writer to clarify this?

The truck route would have most likely taken the convoy through Freehold, NJ up route 4 which eventually became route 9.

If we take the gas station attendant's word for it, then It would seem that Tabor Heights could be Perth Amboy, NJ? There was the Tottenville Ferry for many years there even after the Outerbridge Crossing opened in 1928.

The "last gas station before Staten Island" comment is the only piece of the plot that does not make sense. The map showing Tabor Heights 7 inches ( 70 miles ) from NYC is clear.
